Under Attack: Protecting the Resiliency of Cyber Physical Systems

Cyber-Physical Systems (CPS) represent an amalgamation of a steadily-increasing variety of big and small devices (i.e. "things") and associated protocols that are influencing how humans interact with the world around them. The results of cyber-attacks against such systems has the potential to disrupt this interaction and engender significant consequences as the effects of an attack cascade. This presentation focuses on Virginia Tech's work in the CPS domain and the ways in which they are making such systems more resilient to the impacts of adversary activities. During the session, a variety of CPS domains and various technology solutions in progress at Virginia Tech will be discussed.

Speaker: Paul Tiao, Partner, Hunton & Williams

Paul Tiao is a partner in the Hunton & Williams Washington office. His practice focuses on investigations, litigation, regulations, policy and legislation relating to a wide range of homeland security and privacy issues, including cyber intrusions, data breaches, intellectual property violations, criminal cases, electronic surveillance, FOIA and data privacy. Tiao regularly advises clients based in Northern Virginia, and frequently works closely with colleagues in the McLean and Richmond offices on cybersecurity, physical security, insurance relating to physical and cyber threats, the SAFETY Act and other issues.

Prior to joining Hunton & Williams, Tiao served as special counsel and then senior counselor for Cybersecurity and Technology to the director of the Federal Bureau of Investigation. In that position, he advised the FBI director on operational, policy and legal issues, and represented the FBI in discussions with other agencies, the White House, Congress and industry.

Prior to the FBI, Tiao served as Judiciary Committee Counsel to the Assistant Majority Leader in the U.S. Senate, where he wrote legislation and provided advice on criminal and national security issues. He is a former assistant U.S. attorney in the District of Maryland. At the U.S. Attorney's Office, Tiao investigated and prosecuted cyber intrusions, intellectual property violations, white collar fraud, organized crime, drug trafficking and violent crimes. He also served as the coordinator of computer hacking and intellectual property cases.

Tiao began his career as a law clerk for the Honorable Mary Schroeder of the U.S. Court of Appeals for the Ninth Circuit, and then served as a trial attorney in the honors program of the Department of Justice Civil Rights Division. In between stints in the government, he was in private practice at a large law firm handling civil and criminal litigation matters involving complex technology.

Tiao is an adjunct professor of cybersecurity law and policy at George Washington University, and an instructor at the National Institute for Trial Advocacy. He also was recently appointed by Gov. Terry McAuliffe to serve on the Virginia Cyber Security Commission, a group established by executive order to bring public and private sector experts together to make recommendations on how to make Virginia a leader in cybersecurity.

Are You Ready When Disaster Strikes? Expert Panel on Data Center Resiliency.

Northern Virginia will become the largest data center colocation market in early 2015 according to 451 Research. Critical industries rely on the resiliency of the entire region. The Department of Homeland Security is producing a Regional Resilience Assessment (RRAP) on the Ashburn Data Center Cluster, which will raise our ability to strengthen the regions ability to withstand resiliency challenges.

Our expert panel will discuss various scenarios (weather, terrorism, catastrophic incident) that affect regional resiliency and what best practices can be implemented to ensure that Data Center Alley continues to be the go-to destination for data center growth.

Panelists will consist of leaders from the following:

  • Department of Homeland Security
  • Loudoun County Emergency Management and First Response
