Jim LeBlanc is chairman of the Candy Group USA, a professional advisory service company proven and trusted by clients globally to deliver innovative solutions for mission support and project risk challenges in unpredictable and complex environments. In addition, he is a senior advisor to the Experior Group, a global security and counter-terrorism consulting firm that has also developed a unique active shooter training called "Red Ball Drills."
LeBlanc is also vice president of Unity Resources Group. He has been providing a wide array of global leadership, senior management and related services for Unity based out of Washington, DC since 2008. Unity is a leading provider of effective solutions to business, governments and organizations pursuing suc-cess in challenging and high risk environments.
With over 30 years of international experience, LeBlanc has served in numerous leadership and executive positions within both the public and private sectors. He served as executive director for the American-Kuwaiti Alliance, providing all elements of the leadership and management of the organization. He was also the senior resident Country Director in Iraq for a large international NGO responsible for providing organizational leadership and the implementation of numerous democratic development programs during the highly volatile period from 2004 to 2006. Serving as chief of staff to the Secretary of State for External Affairs and International Trade and the Minister of Science and Technology, as well as, executive assistant to the Canadian Ambassador for International Security and Arms Control, gave LeBlanc extensive public and political experience at senior levels in the Canadian Government. These positions, along with others, gave him critical varied and multi-faceted experience in leadership, strategic analysis, planning and communication, risk and crisis management, project management in complex environments and public relations and issue management.
LeBlanc is active in a number of organizations including those focused on international security and stabil-ity operations. He is also a past senior associate at the Centre for Strategic and International Studies and continues to sit on numerous boards and advisory councils including International NGO Safety and Securi-ty Association (INSSA) and Northern Virginia Technology Council (NVTC).
LeBlanc has a Master of Public Administration from the Harvard University Kennedy School (U.S.), a Master of Arts (International Security and Conflict) and a Bachelor of Arts (Law and Political Science); both from Canada.
