The Domain Name System in TransitionHoward S. Hogan of Gibson, Dunn & Crutcher LLP will present an overview of legal issues raised by various changes currently being made to the domain name system. The Internet Corporation for Assigned Names and Numbers ("ICANN") has been rolling out a series of new generic Top-Level Domains ("gTLDs") to augment those currently in use (e.g. ".com") and new registries are being approved on a regular basis. In addition, ICANN has been implementing increased trademark protections, such as a trademark clearinghouse, in connection with the rollout of the new gTLDs. And at the same time, the U.S. Department of Commerce has tasked ICANN with completing a transition from operating pursuant to a contract with the U.S. National Telecommunications and Information Administration to independent, private governance under the supervision of a global multistakeholder community. This Tech Chat will provide a guide to issues regarding ICANN's rollout of new gTLDs, developments in its trademark protection program, and Congressional oversight of changes to governance of the domain name system.
