Implementing Cost Effective & Compliant Cost Accounting Systems For Federal R&D Grants

If you don’t have a compliant cost accounting system, your federal research grant projects can be delayed and award not made if you are not prepared to implement a compliant cost accounting system.
In some cases, you must show that you have already been using the system in order to pass an audit.
Auditors are busier than ever -- If you don’t pass an audit, you may need to wait another 6-9 months before you can be re-evaluated.
This session will examine the keys to a successful cost accounting system and structure in the most economical way possible. Session will show in depth implementation of QuickBooks and how it can be configured to meet all DCAA audit requirements. Ideal for first time grant recipients (such as SBIR) and for those who will be applying for larger projects in the next year that will require an audit.

Project Management for Federal Grant Recipients

This session will detail effective and proven project management concepts that can be applied to the management of SBIR, STTR, and other federal research grant projects. Instructor is a Certified Project Management Professional.
Winning, and performing well on, Federal R&D projects requires the proper planning, cost estimating and presentation of those projects in a proposal. Done properly, the results can be compelling and successful. Done wrong, the applicant can look unprepared and incapable of being a good use of the agencies limited funding resources, making an award much less likely.
Short duration, low budget projects, like SBIR, can be especially dangerous since there is no time, or money, to recover from missteps/poor planning. Moreover, SBIR is where most firms begin developing the critical past-performance resumes that follow them for the life of the enterprise.
This is no place for the uninitiated. This workshop will equip attendees with proven tools and skills to create locally-controllable, PM cultures -- mostly through proper planning and cost estimating in the proposal stages of the SBIR experience. This event is not just for winners who must now perform, but also for applicants who must impress proposal reviewers of a high probability of success in Phases I, II and III. Success is defined as "on-time, under-budget with good technical performance".
Although completely applicable to projects of all sizes, both technical and non-technical, this workshop will employ examples of project planning for SBIR/STTR R&D proposals and the successful management of resulting awarded projects.

Cyber Maryland, Creating a Global Security Technology Center

In April of 2009, Maryland Governor Martin O'Malley announced the formation of a "Security Technology Initiative" and named Allen Shay to Chair that initiative. Working in parallel with the State Department of Business and Economic Development, this activity led to two recent milestones. The first was the announcement of a unique new non-profit, public private partnership corporation, the Security Technology Institute (STI) and the second was the Governor's "Cyber Maryland" announcement and plan release. Mr. Shay, a Director and CEO of the STI, will discuss the goals and objectives of Cyber Maryland and the role the STI is playing as a leading execution agent for the new technology development aspect of this overall initiative.
