THIS FRIDAY, November 19 at the Hilton McLean, join us as U.S. Chief Performance Officer Jeff Zients unveils to the NVTC audience the government's comprehensive strategy to reform how federal IT projects are built and procured. Zients will be joined by U.S. Chief Information Officer Vivek Kundra for the Q&A portion of the event.
As announced October 25, Zients will offer the NVTC audience recommendations on reforming federal IT, ranging from project management to procurement to budgeting and personnel reforms. Be the first to discuss private sector best practices for transforming federal IT with two of the government's top IT officials.
As Acting Director and Deputy Director for Management of the Office of Management and Budget and the nation's first Federal Chief Performance Officer, Zients has launched a series of initiatives to close the "technology gap" between the private and public sectors to cut waste and boost performance, including incorporating private sector best practices into the procurement and management of government IT projects, moving to consolidate the government's data centers and using cloud computing to reduce IT, real estate and energy costs.

NVTC Requests Support From Members of Virginia's Congressional Delegation to Drop Section 815 From NDAA
On Monday, November 15, the Northern Virginia Technology Council (NVTC) sent letters to Senator Jim Webb (D-VA), who serves on the United States Senate Armed Services Committee, Senator Mark Warner (D-VA) and other members of Virginia's congressional delegation formally requesting their support in advocating that Section 815 be dropped from the Senate Armed Services Committee's reported version of the FY 2011 National Defense Authorization Act (NDAA). As proposed, Section 815 attempts to address supply chain risk in the acquisition of sensitive IT systems by giving Department of Defense agency heads or delegated senior procurement executives authority to exclude a prime contractor or to direct a prime contractor to exclude a subcontractor as a source of supply without having to disclose the reason for the action. Any such decision, applying to both new and existing contracts, would not be appealable or subject to review in a bid protest before the Government Accountability Office or any federal court.
NVTC believes that Section 815 will harm technology businesses in Northern Virginia and across the country. In addition, it will have a detrimental impact on the public sector by diminishing competition and the range of IT goods and services available to the government while driving up IT acquisition costs.
NVTC requested the delegation's support in advocating that the provision be dropped from this year's NDAA in order to allow meaningful discussions among the Department of Defense, Congress and the government contracting community about workable solutions to address the important issue of supply chain risk and the need to protect national security.

As NVTC's research provider, Gartner produces an exclusive monthly electronic newsletter for NVTC members, providing insight on emerging trends and technologies, opportunities in our industries and links to Gartner webinars for IT professionals and technology service providers. In this month's e-newsletter, sent last Thursday, Gartner announced that it will be hosting a free webinar exclusively for NVTC members on Tuesday, November 30. During this free online program, three top Gartner analysts will provide an IT spending update, including projections on IT spending and investment in the coming quarter.
The early stages of the global economic recovery have brought a return to growth in IT spending so far in 2010, most notably in the hardware sector. However, while inventory replenishment as well as consumer demand for mobile products have conspired to give the impression that IT spending growth momentum has been building over the past year, the fact is that discretionary spending remains constrained. Worries about a "double-dip" recession are knocking confidence in the strength of the global economic recovery and, against this back-drop, consumers and enterprises are likely to remain cautious a while longer.

Schmidt is currently special assistant to President Obama and the White House cybersecurity coordinator. In this role, he is responsible for coordinating interagency cybersecurity policy development and implementation, as well as engagement with federal, state, local, international and private sector cybersecurity partners.
Schmidt has more than 40 years' experience in government, defense, law enforcement and corporate security including C-level roles with the Information Security Forum, eBay, the Department of Homeland Security and Microsoft Corp. He also served under President George W. Bush as vice chair of the President's Critical Infrastructure Protection Board and special adviser for cyberspace security for the White House, and worked with the FBI and Air Force Office of Special Investigations.

NVTC Member Input Needed for 2011 NVTC Legislative Priorities!
It is that time of the year again! The 2011 Legislative Session in Richmond is quickly approaching.
NVTC's Four-Year Vision for Virginia's Technology Future, approved by the NVTC Board of Directors in September 2009, continues to guide NVTC's legislative priorities and initiatives. To support this legislative vision this coming year, NVTC will be sending legislators a short list of specific priorities for the 2011 Legislative Session in Richmond, which begins January 12, 2011.
NVTC's Executive Committee is in the process of soliciting NVTC member input and suggestions for specific 2011 legislative priorities. If you have suggestions or would like to be part of the process, please join NVTC's online LinkedIn Policy Policy Forum.

NVTC Presents Corporate Heroine Award at Heroines in Technology Gala
Several representatives of NVTC Board and member companies were among the recipients of 2010 Heroines in Technology Awards at a black-tie gala event last Friday, November 12 that raised $168,000 to support the March of Dimes. Since 2001, the Heroines in Technology program has recognized and honored women who have devoted their time, energy and resources to help our community. Last Friday, the program celebrated the accomplishments of 14 finalists, selected for their leadership, impact, innovation and inspiration within their organizations.
This year, NVTC sponsored the Corporate Heroine Award and NVTC President & CEO Bobbie Kilberg presented the award to two winners during the gala. Congratulations to Courtney Banks of National Security Associates Worldwide and Anne Reed of ASI Government.
Other award winners include this year's Lifetime Achievement Heroines Teresa Carlson of NVTC Board member company Microsoft Corporation and Linda Gooden of Board member company Lockheed Martin, and Rising Heroine award-winner Shanell Nero of Board member company Lockheed Martin. In addition, Ivette Falto-Heck and Dale Ryan of NVTC Board member company Lockheed Martin and Shana Folk of Board member company Harris IT Services were finalists for this year's awards.
During the gala, 53 former Heroines, including Kilberg who received the Lifetime Achievement Award in 2004, were honored for their outstanding accomplishments during a celebration of a "Decade of Heroines."

NVTC Signs Letter Urging Senator Warner to Sponsor an Amendment Placing Moratorium on Defense Department Insourcing
On Monday, NVTC joined eight other Virginia organizations in signing a letter urging Senator Mark Warner (D-VA) to sponsor an amendment to the Defense Authorization bill instituting a moratorium on insourcing within the Department of Defense. The letter follows recent comments questioning the practice from Defense Secretary Robert Gates and Chairman of the Democratic Senatorial Campaign Committee Senator Robert Menéndez (D-NJ).
The nine organizations including NVTC wrote, "The insourcing agenda is particularly impacting Virginia. Many private firms, including small and minority owned firms, have lost jobs or have jobs threatened, by insourcing of Federal contracts. This increases private sector unemployment and shrinks state and local tax revenues."
In the letter, the coalition also noted its concern that insourcing is occurring without public-private comparisons or cost analysis. Furthermore, the shift to insourcing not only hinders the private sector, but places additional costs on taxpayers during a lengthened period of a steep decline in the nation's economy. As an additional honor, Coffee was awarded the People's Choice Award for the top young business leader in D.C.

Intellectual Property in the Crosshairs at the Supreme Court - November 17

For the last 10 years, patents have been increasingly in the focus at the Supreme Court. An area that was once a seldom-appealed topic to the Court has become a key strategic battleground between companies and technology sectors. The recent Bilski decision by the Supreme Court is exemplary of the war between industries and companies as well as within the Court itself on the scope of protections accorded to patentees, and the gradual erosion of such coverage. Several cases are progressing to the Supreme Court to further explore the contours of patent law, and the full measure and impact of those decisions will be felt soon. Raymond Van Dyke, chair of the Licensing Executives' Society for Washington, D.C. and Virginia, will address the background of the ongoing controversies, discuss the ramifications of the prior and expected decisions from the courts, and provide other analysis in his engaging and comprehensive presentation.
