Loudoun County Board of Supervisors Expresses Appreciation to NVTC, Other Loudoun Business Groups for Leadership on K-12 Funding

On May 18, the Board of Supervisors of Loudoun County voted to express its appreciation and gratitude to the Northern Virginia Technology Council and several Loudoun County business organizations for their efforts during the 2010 legislative session in reversing the proposal of outgoing Governor Tim Kaine to freeze the local composite index (LCI) for school funding. The "Resolution of Appreciation to the Loudoun County Business Community for their Support in 'Unfreezing' the LCI" was presented to NVTC President and CEO Bobbie Kilberg and representatives of the Loudoun County Chamber of Commerce, the Loudoun County Economic Development Commission and the Loudoun County CEO Cabinet at a reception on May 27 at the Belmont Country Club in Ashburn. In the resolution, the Board of Supervisors expressed its appreciation and gratitude to all four organizations and their members for reaching out to the Governor and General Assembly to urge them to restore the funds to local jurisdictions.

"NVTC was pleased to work with other regional business, civic and political leaders to ensure that Loudoun and other local districts receive their fair share of state education funding," said Kilberg. "Having a highly educated, highly skilled workforce is critical to the success of our region. We must do all we can to ensure our schools have the necessary resources to educate our children in today's increasingly competitive global economy."

NVTC was a strong advocate of the action Governor Bob McDonnell and members of the General Assembly took in undoing the proposed freeze of the LCI which determines state and local education funding responsibility. The LCI has historically been adjusted every two years to account for changing local economic conditions. The proposal to freeze the LCI would have cost Fairfax County public schools approximately $61 million, Loudon County public schools $34.4 million, and Prince William County schools $22.6 million in state education funding, especially difficult cuts as these three systems add 8,897 new students.

As part of NVTC's advocacy efforts on this issue during the 2010 session, NVTC drafted a letter to the Governor and members of the Northern Virginia General Assembly Delegation that was signed by eleven regional business organizations asking the Governor to undo the proposed freeze of the LCI.

(L-R): Ralph Buona, Executive VP at Telos Corp. and Chairman of the Loudoun
County Chamber of Commerce; Scott Hamberger, Co-President of
Fortessa, Inc. and Chairman of the Loudoun County CEO Cabinet;
Shaun Kelley, Executive VP for PNC Bank and Vice-Chairman of the
Loudoun County Economic Development Commission; NVTC President & CEO
Bobbie Kilberg; Andrea McGimsey, Loudoun County Board of Supervisors,
Potomac District; Kelly Burk, Loudoun County Board of Supervisors,
Leesburg District; and Susan Buckley, Loudoun County Board of Supervisors,
