NVTC Applauds Senate Armed Services Committee’s Adoption of Warner/Round Language Limiting Use of LPTA Evaluation Criteria

The U.S. Senate Armed Services Committee adopted language on Thursday introduced by Sens. Mark Warner, D-Va., and Mike Rounds, R-S.D., strongly supported by Committee Chairman John McCain, R-AZ, and advocated for by NVTC. The language seeks the best long-term value for taxpayers during the procurement process for complex information technology and engineering services by providing greater clarity on DoD’s existing Lowest Price, Technically Acceptable (LPTA) evaluation criteria.

VA Reform Bill Heads to President, Legislation Includes Sen. Warner's Proposal for NVTC Pro Bono Private Sector Assistance

The U.S. Senate has joined the House of Representatives in approving bipartisan legislation to begin reforming the troubled U.S. Department of Veterans Affairs. The legislation, which includes U.S. Sen. Mark R. Warner’s (D-VA) initiative to enlist the pro bono assistance of NVTC to help fix the VA’s broken scheduling system, is expected to be signed into law by the President as soon as this week.

NVTC's 2014 General Assembly Session Wrap-Up

On March 8, the Virginia General Assembly adjourned sine die concluding its 2014 legislative session. However, the General Assembly adjourned without approving a biennial budget and will reconvene for a Special Session in order to reach consensus on a budget and to resolve the issue of whether or not to move forward with Medicaid expansion in Virginia. NVTC will continue to advocate for the technology community’s budget priorities during the Special Session.

NVTC, Members of the Northern Virginia Business Community Send Letter to Congressional Delegation Urging Resolution to Shutdown, Rep. Connolly Pens Response

NVTC and a coalition of members of the Northern Virginia business community wrote a letter urging members of the Virginia congressional delegation to act immediately to find a path forward on a clean continuing resolution and to pass legislation to raise the debt limit long term. Rep. Gerald E. Connolly responded to the letter, stating that he appreciated the message and is working with his colleagues on “both sides of the aisle” to move toward a resolution. In addition, Connolly partnered with Rep. Robert J. Wittman to pen a letter to Chuck Hagel, Secretary of the Department of Defense (DoD), commending him for his decision to request the furloughed DoD civilians return to work this week.

New Report Highlights Progress and Reforms at Arlington National Cemetery

In a report released last week, the Army inspector general praised leaders at Arlington National Cemetery for correcting major record-keeping deficiencies discovered in 2010 and transforming the burial ground into a top-notch institution. At the request of Sen. Mark Warner, a task force of NVTC member companies, led by Booz Allen Hamilton, the MITRE Corporation and SAIC, conducted a pro bono assessment of the processes and technology at the cemetery in late 2010 and delivered a report of their recommendations in January 2011.

On Sept. 20, the Center for Innovative Technology (CIT) and NVTC hosted a celebration to honor NVTC Chairman Emeritus and Founding Chair of the NVTC Foundation (now known as the Equal Footing Foundation) Dan Bannister, who passed away March 12, 2011. Bannister served as CIT chair from 2008 to 2011. During the event, CIT dedicated the Daniel R. Loudoun County Named the Top U.S. County for Jobs by CNN Money

CNN Money recently named Loudoun County, Va., the top county in the nation in job growth. Loudoun was recognized for its technology workers and its data centers. From 2000-2011, the number of jobs in Loudoun grew by 83.6 percent. In addition, Prince William and Suffolk counties in Virginia were ranked eighth and ninth respectively.

NVTC has endorsed Congressman Frank Wolf’s HR 6356 legislation to reduce the size of the Metropolitan Washington Airports Authority board and provide Virginia a clear majority of the seats. On July 16, the Center for Digital Government (CDG) named Fairfax and Loudoun Counties 2012 Digital Counties Survey award winners. Ten winners were named nationwide in each of four population-based categories. Fairfax County was named the top digital county for the 500,000 or more population category and Loudoun County ranked seventh in the 250,000-499,000 population category.

NVTC Priority Budget Amendments to Support Research, Angel Investor Tax Credits and Cybersecurity and Modeling and Simulation Programs Approved By Legislature

On Monday, May 14, the General Assembly met in Richmond to vote on $43.9 million in budget amendments submitted by Gov. Bob McDonnell to the $85 billion two-year budget approved by the legislature last month. Three of the budget amendments approved by the legislature were submitted by the governor following a discussion with NVTC. These amendments, priorities for NVTC, collectively allocate an additional $6 million to ensure technology innovation remains a top job creation and competitiveness priority in Virginia.

NVTC Signs Letter with Virginia Chamber of Commerce Urging Virginia Senators to Pass Budget Legislation

On Monday, March 5, NVTC joined the Virginia Chamber of Commerce and 19 other state and national business organizations in sending a letter to members of the Virginia Senate urging them to reach a timely agreement on the state budget. In the letter, the organizations outline the risks of not having a budget passed by the end of the legislative session, including jeopardizing Virginia’s AAA bond rating and status as the best state for business.

GMU Center for Regional Analysis Research Predicts Impact of Federal Budget Cuts on the Virginia Economy

Recent research by George Mason University’s Center for Regional Analysis addresses the potential negative impact federal budget cuts, including the projected $1 trillion reduction in defense spending, could have on the economies of Virginia and our region. According to the research, $1 trillion in defense spending cuts could reduce Virginia’s gross state product by $10.5 billion and Virginia’s total employment base by 122,800 jobs.

On August 16, NVTC joined TechAmerica and 20 other regional technology councils and associations in sending a letter to Congressional leaders opposing the Main Street Fairness Act, which would impose significant cost burdens on Internet-enabled businesses and entrepreneurs across the nation. Gov. McDonnell Declares Aug. 12 a Day of Mourning for Virginia Servicemen Killed In Afghanistan Helicopter Tragedy

Gov. Bob McDonnell named Friday, Aug. 12 as a day of mourning for 30 servicemen who were killed when their helicopter went down in eastern Afghanistan last weekend. Many of the victims were reported to be Navy SEALs with ties to Virginia. As part of the day of mourning, the governor has ordered all state flags to be flown at half-staff from dawn to dusk on Friday.

Northern Virginia Technology Council Announces New Members to its Board of Directors

On June 30 at NVTC's Annual Meeting, the membership elected 15 three-year-term members to the NVTC Board of Directors, many of whom are current Board members who will be serving new terms. In addition, NVTC Chair Brad Antle made five Chair's Appointments to the Board and four individuals were appointed to the Senior Advisory Group of the NVTC Board.

Virginia Ranks First in CNBC 2011 Top States for Business Report

On Tuesday, June 28, Virginia was named No. 1 in CNBC's annual Top States for Business Report, receiving the highest point total since CNBC began ranking states in 2007. The Commonwealth also ranked second for business friendliness, sixth for education, eighth for economy, and 10th for access to capital as well as infrastructure and transportation.

NVTC Among 31 Organizations to Sign Letter Urging House Appropriations Committee to Prevent Government Competition with Private Business

On June 22, NVTC joined a coalition of 30 other organizations in sending a letter to U.S. House Appropriations Committee Chairman Harold Rogers (R-Ky.) recommending that the remaining appropriation bills for 2012 be free of language that inhibits the ability of federal agencies to contract with the private sector.

Board Member Company Noblis to Establish Center for Applied High Performance Computing in Danville

NVTC Board member company Noblis, in collaboration with Cray Inc., will establish the Center for Applied High Performance Computing (CAHPC) in Danville, Va. The CAHPC host the first next-generation Cray XMT supercomputer in the U.S. outside of a federal laboratory or academic facility, and use this high-performance computer to solve complex problems requiring access to large amounts of data. The project will create 15 new jobs.

Gov. McDonnell Ceremonially Signs 2011 Virginia Higher Education Opportunity Act

On June 16, Gov. Bob McDonnell ceremonially signed "Preparing for the Top Jobs of the 21st Century: The Virginia Higher Education Opportunity Act of 2011." The legislation, which places an emphasis on innovation, accountability and science, technology, engineering and math (STEM) education, will add about 6,000 new slots for in-state students at Virginia colleges and universities this fall and add more than 100,000 Virginians with college degrees to the workforce over the next 15 years.

VDOE Awards Grants Funding STEM-Related In-Service Training for 1,064 Teachers

The Virginia Department of Education is awarding grants totaling more than $2.7 million to 17 partnerships between school divisions, colleges and universities for science, technology, engineering and mathematics (STEM) education. The grants will provide professional development for 1,064 teachers. NVTC's legislative priorities include bolstering state support for STEM education at all levels.

Gov. McDonnell Signs NVTC-Backed Telework Tax Credit and Transportation Investment Legislation

On Tuesday, April 12, Gov. Bob McDonnell ceremonially signed 20 pieces of government reform legislation, including NVTC-backed legislation for a telework tax credit at a Governor's Commission on Government Reform and Restructuring meeting. Gov. McDonnell also signed Executive Order #32, officially beginning phase II of the Government Reform Commission. At a ceremony yesterday, Gov. McDonnell also signed into law NVTC-endorsed transportation legislation that will pump almost $4 billion into road, transit and rail projects in the Commonwealth.

Former NVTC Chair Dan Bannister passed away on Saturday, March 12 at Georgetown University Hospital after a long battle with cancer. The NVTC Board and staff send their condolences to Dan's wife Sondra and his entire family. NVTC Participates in Meeting with Deputy Secretary of Defense William Lynn on Proposed DoD Contracting Cuts

According to Pentagon officials at the December 21 meeting, the proposed 10x3 cuts announced by Secretary of Defense Robert Gates will target only Service Support Contracts, which constituted $4.3 billion or 3 percent of total DoD spending on All Service Contracts in FY2009.

NVTC Members Attend White House Forum on IT Management Reform; White House Releases 25 Point Implementation Plan

As announced by U.S. Chief Performance Officer Jeff Zients at our most recent NVTC Titans event on November 19, the White House has developed a five-part federal IT improvement plan. Last Thursday, December 9, U.S. CIO Vivek Kundra unveiled the 25 Point Implementation IT Management Reform Plan, a detailed execution plan for the federal IT reform.

NVTC Builds Bears and Donates to Equal Footing Foundation

On Thursday, December 9, Northern Virginia Technology Council staff crafted stuffed animals at the Build-A-Bear Workshop in the Fair Oaks Mall to donate to underserved Equal Footing Foundation Clubhouse students at the Willston Multicultural Center location in Fairfax County. The 16 bears will be distributed to EFF Clubhouse students this Thursday, December 23, during a holiday party.

On Friday December 3, the Equal Footing Foundation (EFF) received 150 backpacks as part of Deltek's worldwide charitable initiative. The backpacks were stuffed with school supplies, dictionaries and other items needed to help EFF's Computer Clubhouse students excel in school.

To support this legislative vision this coming year, NVTC will be sending legislators a short list of specific priorities for the 2011 Legislative Session in Richmond, which begins January 12, 2011.

Congressman Frank Wolf Discusses Section 815 of NDAA With NVTC

Congressman Frank Wolf (R-Va.) met with representatives of the Northern Virginia Technology Council on Monday, November 22, to discuss NVTC's concerns about Section 815 of the Senate Armed Services Committee's reported version of the FY 2011 National Defense Authorization Act (NDAA), which would allow the Department of Defense to exclude a prime contractor or to direct a prime contractor to exclude a subcontractor as a source of supply without having to disclose the reason for the action.

During his keynote remarks, Zients announced a new plan for transforming how the federal government builds, procures and managed federal IT projects.

NVTC Signs Letter Urging Senator Warner to Sponsor an Amendment Placing Moratorium on Defense Department Insourcing

NVTC and eight other Virginia organizations signed a letter on Monday, urging Senator Mark Warner to sponsor an amendment to the Defense Authorization bill instituting a moratorium on insourcing within the Department of Defense. The letter follows recent comments from Defense Secretary Robert Gates and Chairman of the Democratic Senatorial Campaign Committee Senator Robert Menendez (D-NJ), questioning the practice.
