In the Annual Threat Assessment by Director of National Intelligence Dennis C. Blair, issued in February 2010, cyber threat was rated as the top threat to the country. The report stated that, "The national security of the United States, our economic prosperity, and the daily functioning of our government are dependent on a dynamic public and private information infrastructure, which includes telecommunications, computer networks and systems, and the information residing within. This critical infrastructure is severely threatened."

Once pre-registration has closed, all registrations will be considered a "walk-in registration" and will be assessed an additional fee to any payment rendered.
