Mission Statement

The NVTC Health Technology Committee, with its new BioMedTech Subcommittee provides NVTC members with education, networking, and business and government opportunities to participate in and benefit from the increasing use of electronic health information and technology in the delivery of and payment for healthcare. The BioMedTech subcommittee will focus on informing members of the latest trends in bioinformatics, biotechnology, medical devices and medical software. Among the areas of focus for the Committee are using computer technology for health information, improving the quality and efficiency of healthcare, tech transfer, growing Northern Virginia's healthcare technology workforce and interfacing with NoVaHealthFORCE. Members of the Health Technology Committee and the BioMedTech subcommittee include technology suppliers, health care providers, researchers, scientists, hospitals, payors, consultants, technologists, educational institutions, public charities and employers providing workforce health care benefits.

Moderator Jane Woods, of GMU and former Virginia Secretary of Health & Human Resources and State Senator, describes the timeline for launch of the NOVA RHIO.
The NVTC Health Technology Committee hosted its first Event on October 10, "Health Information Exchanges (HIE) & Regional Organizations – HIE + RHIO = Better Medical Care + Privacy and Security." The event, which attracted 55 registrants, included an insightful keynote presentation by Donald L. Holmquest, MD, JD, PhD, and former astronaut, and now President and CEO, CalRHIO. A lively discussion ensued, with a distinguished panel of experts sharing their experiences in the effective delivery and use of electronic health information, masterfully led by The Honorable Jane Woods of the College of Health and Human Services, George Mason University, and former Virginia Secretary of Health & Human Resources and State Senator. Tobin Seven, Co-chair of the committee, welcomed the presenters and the attendees and encouraged them to participate in the important work of the committee in encouraging the greater use of technology in the delivery of healthcare in Northern Virginia.

In addition to Dr. Holmquest, the panelists included:
  • Stephen Badger, CEO, George Washington University Medical Associates (GWUMA), an NVTC Platinum Sponsor of the committee
  • William R. Braithwaite, MD, Ph.D., "Doctor HIPAA," Health Information Policy Consultant, Former Senior Advisor on Health Information Policy, Department of Health and Human Services
  • Dr. Jeffrey Gruen, Chief Medical Officer, Revolution Health
During his keynote, Holmquest described the evolution, current status and financial model of CalRHIO, which has the goals of:
  • Delivering health care services reliably, securely and affordably to clinicians; patients; state, city, local and federal health agencies; and local exchange efforts throughout California;
  • Creating a secure, electronically connected California population of providers, patients and consumers; and
  • Offering an information infrastructure that supports optimum healthcare delivery.
If a strong HIE system is built nationally, Holmquest believes that the United States could save $192 billion a year in health costs. The cost of building and maintaining such systems is $500 million - $800 million, according to Holmquest.

A huge challenge in effective health care delivery, according to Holmquest, is connecting the different "silos" (e.g., emergency services, pharmacies, community care systems, etc.)—many of which are primarily operating in a "paper"-based information system. Because health records are not being shared among the different holders, the quality of healthcare is suffering and costs are out of control.

Holmquest provided some shocking statistics about the impact of the lack of sharing this information—both in California and nationally:
  • Critical information is missing in nearly 14 percent of primary care visits;
  • Treating physicians are unaware of one-quarter of their patients' prescriptions;
  • Patients are submitting to duplicate testing 50 percent of the time; and
  • Drug or radiology exams are being unnecessarily duplicated 11 percent of the time.
After Holmquest's keynote, the panelists fielded questions posed by Woods and members of the audience. Gruen said that Revolution Health is giving consumers ownership of their health data and providing analytic tools for consumers to have a "robust [online] experience that is personalized to them." Consumers are asking for this information and should be able to access it easily, according to Gruen.

Badger agreed that consumers should help accumulate their health data and have access to it. GWUMA has instituted an online patient portal that encourages this type of data exchange. However, before any data is posted, it is reviewed by physicians to ensure that the data is not only meaningful to patients, but is "helpful, meaningful and relevant" for physicians, as well. The data must be concise and organized for it to be useful to physicians, according to Badger.

Braithwaite concurred that patients should play an active role in the supply of health data, and that "patients are more than capable" of providing data and should do so before any care is provided, so that educated decisions can be made by health care providers.

May 30, 2007 Meeting

The newly formed NVTC Health Technology Committee's first meeting on May 30, 2007, introduced members and guests to Richard Campanelli, bio Esquire, Counselor for Health Service Policy and advisor to U.S. Department of Health & Human Services (HHS) Secretary Michael O. Leavitt. During an insightful and informative discussion hosted by a representative from the committee's Platinum Sponsor, PricewaterHouseCoopers, Mr. Campanelli, who is also a former Director of the HHS Office for Civil Rights and who oversaw the initial implementation of the HIPAA privacy rule, spoke about HHS activities in health technology, including privacy protection issues. With particular emphasis on encouraging Northern Virginians to embrace the tremendous business opportunities in the health care and technology fields, Mr. Campanelli responded to questions from the attendees and welcomed their suggestions and participation in public encouragement of further progress in these fields in both private industry and in government.

Medicare, Technology and Opportunity: How the CMS Health Plan Performs and How You Can Benefit
A Presentation and Question and Answer Roundtable on Current Medicare Program Implementation

With over a billion claims filed each year, over a million certified providers and responsibilities that include payment, technology compliance, security enforcement, and more, Centers for Medicare and Medicaid Services, as the largest HIPAA-covered health plan in the nation, is a critical part of how and when health care is delivered and paid for in the U.S. This event gave attendees an enhanced focus on many of the current issues in reimbursement and payment under the Medicare program, including technology challenges and contractor opportunities. Attention was given to each of the Parts A, B, C and D, with particular emphasis on how technology empowers CMS and its many fiscal intermediaries, carriers and other contractors to assure that maximum effort is made to provide quality and cost-effective care. The most recent initiative under HIPAA on retaining a contractor to engage in HIPAA security rule compliance reviews and investigations was addressed as, was other circumstances in which those in the private sector play a critical role in the activities and responsibilities of CMS.

Starbucks spent more money in 2006 on group health benefits than they did on coffee beans!  Many companies are finding their third or fourth largest expense is their employee benefits which are causing management to examine ways to contain rising health care costs.  Cost containment strategies include consumer driven health plans, increasing employee deductibles and reducing medical coverage levels.  Is your business paying more for group employee benefits and getting less coverage?   How does your employee benefits package compare to other companies in your market?  Are your premiums on par with similar size companies relative to your plan design?  What is the prevalence of high-deductible health plans for employers my size?  What kinds of cost control strategies have other employers been using?

Tobin Seven is an employee benefits insurance broker/consultant for one of the largest insurance agencies in the D.C. area.  The Insurance Exchange has been in business for 41 years and is locally owned and operated.  Mr. Seven specializes in "creating insurance solutions" in the areas of corporate health insurance, employee benefits and onsite wellness programs.

Mr. Seven was Chief Operating Officer of 7Company® LLC.  He was responsible for new business development and the day-to-day activities of 7Company LLC.   7Company is the largest health event provider in Virginia, D.C. and Maryland. 7Company organizes and manages on-site health fairs, wellness seminars, flu shot clinics, medical screenings and other health events for companies, organizations and the U.S. government. 7Company also provides trainers, speakers and consultants on health care topics.

Mr. Seven is the Co-Founder and Co-Chairman of the NVTC Health Technology Committee. In its first year of operation, the Health Technology Committee attracted seven platinum corporate sponsors and held four events at area hotels.

Mr. Seven also is Chairman of the Government Affairs Committee for the Northern Virginia chapter of the Occupational Health Nurses Association (NVAOHN) and a member of the Advisory Committee for the new Health Information Management (HIM) bachelor's degree program at DeVry University. The Advisory Committee assesses curriculum in preparation for full accreditation process. He also is a member HIM Curriculum Advisory Committee for Northern Virginia Community College Health Department. The Advisory Committee reviews curriculum and proposes changes to expand program.

Prior to co-founding 7Company, Mr. Seven was responsible for managing the Data and Voice Operations Department of Maximus Corporation, a $700+-million publicly traded consulting firm more than 5,000 employees located in more than 170 offices across the country. Prior to Maximus, he managed a department of 126 field service engineers located in 37 field offices throughout the world for COMSAT Corporation, a Bethesda, Maryland based company which was a world leader in the global satellite wireless communications industry.

Mr. Seven earned a master's degree in public administration from San Jose State University and a BSBA from the University of Southern Colorado. He was a Major in the U.S. Army Reserve.


Alan Stuart Goldberg

Alan Stuart Goldberg is engaged in the practice of business and tax law including the delivery of health care and information technology. From 1967 until the morning of June 5, 2006, Mr. Goldberg practiced law with the Boston, New York, and London, UK law firm Goulston & Storrs - A Professional Corporation in the Washington, D.C. office, and upon admission to the bar of the Commonwealth of Virginia on June 5, 2006. Mr. Goldberg opened the law office of Alan S. Goldberg, Attorney & Counsellor at Law.

Mr. Goldberg received his AB in history from Brooklyn College of the City University of New York and his JD from Boston College Law School. Mr. Goldberg's introduction to health law occurred during the dawning of the Medicare/Medicaid programs era as a staff judge advocate and a prosecutor in the United States Navy from 1968 to 1970, and Mr. Goldberg was involved in Navy investigative actions relating to the return of the USS Pueblo from North Korea and the Sealab undersea exploration project in California. Mr. Goldberg commenced the practice of law in 1967 upon graduation from Boston College Law School, where Mr. Goldberg was a member of the Law Review, and was selected for the National Moot Court Team and received an academic scholarship, and as a Lecturer in Law presented a course in land finance. In 1978 Mr. Goldberg received an LL.M. (Taxation) from Boston University School of Law. Mr. Goldberg has taught eHealth Care law at the University of Maryland School of Law in Baltimore and at Boston's Suffolk University Law School, and Mr. Goldberg teaches health law as a member of the Adjunct Faculty of George Mason University College of Health and Human Services in Fairfax, Virginia. Mr. Goldberg is a Past President of the National Health Lawyers Association (1991-1992) and served on the American Health Lawyers Association Board of Directors from 1981 to 1993, and served as an Internet advisor to the AHLA Board. Mr. Goldberg received the AHLA David J. Greenburg Service Award in 1996 and was named an AHLA Inaugural Fellow in 2005, and received a distinguished alumnus award from Boston College Law School at the 75th anniversary celebration in 2006 of the founding of the law school.

Mr. Goldberg has authored publications on many business, health care, technology, and other legal issues including on topics relating to privacy and security, telemedicine, civil and criminal health care regulatory enforcement, ethics and professional responsibility, assisted living, and long term care development and financing, for the American Bar Association, the American Health Lawyers Association, the Virginia Bar Association and Virginia Continuing Legal Education, the District of Columbia Bar, and the Boston Bar Association. Mr. Goldberg plans and participates as a moderator and a lecturer in national conferences and teleconferences, including for the American Bar Association and the American Health Lawyers Association, and also for many other organizations in Virginia, Massachusetts, the District of Columbia, Florida, Michigan, South Carolina, Oregon, London UK, Israel, and elsewhere including the Massachusetts Hospital Association, Dental Society, Medical Society, and Long Term Care Foundation; the American Telemedicine Association; the Health Care Compliance Association; the Workgroup For Electronic Data Interchange; the American Health Care Association; the Healthcare Information and Management Systems Society; the United States Navy; the Centers for Medicare and Medicaid Services; the District of Columbia AHIMA chapter; and the Northern Virginia Technology Council.

Mr. Goldberg was the editor of a law and computer technology column called "The Computer Wizard" published by the American Bar Association's Business Law Section magazine "Business Law Today"; and Mr. Goldberg is the founding moderator of the American Health Lawyers Association Health Information and Technology Internet listserv. Mr. Goldberg has presented loss prevention seminars relating to technology issues to the membership of Attorneys' Liability Assurance Society. Among Mr. Goldberg's interests include the transactional and financial aspects of health care, life sciences, biotechnology, and related businesses including formation and operation of business entities, regulatory enforcement and civil and criminal health law defense including the defense of licensure and payor actions against health care providers, the Internet, security and encryption, privacy and confidentiality, software licensing, medical devices, corporate compliance programs, certificate of public need, reimbursement, regional health information organizations, information technology, taxation including tax-exempt organizations, and telemedicine, and challenges and opportunities involving the application of technology to the practice of law and medicine and to the delivery of healthcare. Mr. Goldberg has appeared in The Best Lawyers in America; served as Vice Chair of the American Health Lawyers Association Health Information and Technology Practice Group; and was Chair of the American Bar Association Health Law Section's e-Health & Privacy Interest Group. Mr. Goldberg is a member of the Practice Council: Electronic Health Record of the American Health Information Management Association, and Mr. Goldberg Co-Chairs The National HIPAA Summit series of events; and served as a Council Member of the ABA Health Law Section and as its first Substantive Webmaster, and Mr. Goldberg is Co-Chair of the Steering Committee of the Health Law Section and a member of the Rules of Professional Conduct Review Committee of the DC Bar; and Mr. Goldberg is a member of the Council of the Virginia Bar Association Health Law Section with a particular focus on continuing legal education and publication of an eNewsletter; and Mr. Goldberg is Co-Chair of the Health Technology Committee of the Northern Virginia Technology Council and Chairman of the Legal Documents Committee of the Northern Virginia Regional Health Information Organization in formation. Mr. Goldberg is also a former member of Local 802, American Federation of Musicians, Associated Musicians of Greater New York.

Mr. Goldberg is a member of the bars of the Commonwealth of Virginia, the State of New York, the District of Columbia, the State of Florida, and the Commonwealth of Massachusetts; and the bars of the United States Supreme Court, the First Circuit Court of Appeals and the Fourth Circuit Court of Appeals, and the United States District Court - Massachusetts and the United States District Court - Eastern and Western Districts of Virginia, and the United States Court of Federal Claims and the United States Tax Court. Paul Nedzbala
Vice President
Director, Health Research and Informatics
SRA International, Inc.


Paul Nedzbala currently serves as Director of the Health Research & Informatics business unit within the Global Health Sector of SRA International - a leading provider of technology and strategic consulting services and solutions to government organizations. In this role, he leads the strategic direction, growth, service delivery and all other operational aspects of the business unit, which provides services in the areas of health sciences and clinical research, biosurveillance, informatics and information technology to U.S. governments, state and local governments, and foundations.

Nedzbala joined SRA in 2007 with the company's acquisition of Constella Group, a global professional health services company where he held various leadership roles, including serving as Chief Operating Officer of the company's former Health Sciences business unit at the time of the acquisition. His other roles at Constella included Director of Operations and later Vice President of Health Sciences' Center for Health Information Technology, which specialized in combining deep domain expertise with innovative IT solutions to further public health initiatives.

Nedzbala has more than 20 years of federal contracting experience, leading various projects to support national health research and IT programs for the Centers for Disease Control and Prevention (CDC), the National Institutes of Health (NIH), the Substance Abuse and Mental Health Services Administration (SAMHSA), the Department of Defense (DoD) and many other government agencies. His more recent work involves developing state-of-the-art biosurveillance technologies, multi-functional web applications, and various research-related technology infrastructures.

Prior to joining Constella, Nedzbala spent eight years in various leadership roles with United Information Systems, an information technology and health sciences company that Constella acquired in 2001. Before that he served as a program manager for the Washington Consulting Group where his credits including leading a project to develop grants management solutions for the National Institute of Mental Health.

Nedzbala holds a B.S. in management science/decision support systems from Virginia Polytechnic Institute.
