Transportation Funding Proposals in Conference Committee

Transportation Funding Proposals in Conference Committee House and Senate Appoint Conferees to Negotiate Final Package for General Assembly Vote
Conferees were appointed on Wednesday by the House and Senate to work on a final transportation funding package after both houses rejected their respective transportation proposals earlier this week. The product of the conference committee will be submitted to the House and Senate for approval before the General Assembly adjourns on February 24.House Speaker Bill Howell (R-Fredericksburg) appointed as conferees Delegates Morgan Griffith (R-Salem), Kirk Cox (R-Colonial Heights), Chris Jones (R-Suffolk), Terry Kilgore (R-Scott), Tim Hugo (R-Fairfax), and Algie Howell Jr. (D-Norfolk). Senate Transportation Committee Chairman Marty Williams (R-Newport News) appointed Senators Tommy Norment (R-James City), Phillip Puckett (D-Russell), Ken Stolle (R-Virginia Beach), Frank Wagner (R-Virginia Beach), and himself as conferees. While there are many similarities between the two proposals, the House proposal would allocate $250 million per year to address statewide transportation needs from the state's General Fund, while the Senate proposal would assess a one-time $150 new vehicle registration fee on automobiles purchased or moved into Virginia. General Fund money traditionally has supported education, health care, public safety, and similar state expenditures, while transportation has relied on dedicated sources of revenue, such as the gasoline tax and a portion of the sales tax. Some legislators expressed strong concerns about having transportation compete for General Fund money; others have expressed strong concerns about increasing taxes or fees to fund transportation. The Northern Virginia component of the two proposals also differs. While both would allow local governments in the region to raise more than $400 million per year by levying a $0.40 per $100 value grantor's tax and 2 percent car rental tax, the Senate would allow an additional ½ cent on the sales tax and a 2 percent transient occupancy (hotel/motel) tax and the House would allow a $0.25 per $100 value commercial real estate fee and an initial driver's license fee of $100. Transportation funding to adequately address the crisis in our area is a critical NVTC priority. NVTC is actively working on the issue through the Northern Virginia Business Transportation Coalition, which includes the Greater Washington Board of Trade, the Northern Virginia Association of Realtors, the Northern Virginia Building Industry Association, the Northern Virginia Transportation Alliance, most local and regional chambers of commerce, and other powerful groups. The coalition continues to call on General Assembly members to unify behind a transportation funding plan that is broad-based and includes a minimum of $400 million per year in new, dedicated, sustainable transportation funds for Northern Virginia. In addition to staff efforts, NVTC Board members and other technology executives are visiting regularly with policymakers to underscore the severity of the region's transportation crisis and insist that legislators enact a substantial funding solution this year. - Back to top -
General Assembly Budget Conferees AppointedNo Consensus Reached in Budget The House and Senate this week named their budget conferees to work out the significant differences between their respective budget proposals. Earlier this week, each body had rejected the other's proposal and insisted that its own be adopted. The differences in budget proposals between the two bodies are not as great as in years past, but decisions by other conferees on the transportation finance package will affect the final budget agreement. House Speaker Bill Howell (R-Fredericksburg) named Delegates Vince Callahan (R-McLean), Lacey Putney (I-Bedford), Phil Hamilton (R-Newport News), Kirk Cox (R- Colonial Heights), Leo Wardup (R-Virginia Beach), and Johnny Joannou (D-Portsmouth) as conferees. Senator John Chichester (R-Northumberland) named Senators William Wampler (R-Bristol), Walter Stosch (R-Henrico), Chuck Colgan (D-Prince William), Edd Houck (D-Spotsylvania), and himself as conferees.
