Transportation Funding Crisis Despite Strong Push by NVTC, Local Business Groups, Local Government Officials, No Legislative Action Yet to Address Region's Transportation Funding Crisis Despite a strong push by NVTC, other Northern Virginia business groups and local government officials from the region to urge legislative action to address Northern Virginia's transportation funding crisis before the General Assembly adjourns, it appears more likely by the hour that a Special Session will be required to sort out the various issues at play. Key legislative leaders of both the Senate and House of Delegates have been meeting with Governor Tim Kaine and actively working since last weekend to formulate a transportation funding plan in response to last Friday's Supreme Court decision which ruled as unconstitutional the transportation funding package passed during the 2007 General Assembly Special Session. That package had authorized the Northern Virginia Transportation Authority to impose taxes and fees to raise more than $300 million to address Northern Virginia's transportation funding crisis. With tomorrow's scheduled General Assembly adjournment quickly approaching, legislators have been working overtime in Richmond completing final action on bills, negotiating over candidates to fill judgeships and trying to reconcile differences between House and Senate versions of the $78-billion FY 2009 – FY 2010 budget.
