Withhold Dulles Rail Funding

On January 24th, Virginia Governor Tim Kaine; U.S. Senators John Warner and Jim Webb; U.S. Representatives Tom Davis, Jim Moran and Frank Wolf; and Virginia Transportation Secretary Pierce Homer met with U.S. Transportation Department Secretary Mary E. Peters and Federal Transit Administrator James S. Simpson and were shocked to hear from these Department of Transportation (DOT) officials that the $5-billion rail extension project to Tysons and Dulles International Airport is in grave jeopardy. NVTC shares our Governor's and Congressional Delegation's dismay and disbelief. Together with the Greater Washington Board of Trade and other leading regional business organizations, NVTC sent very strong letters on Friday to Secretary Peters, Administrator Simpson, White House Chief of Staff Josh Bolton, White House Counselor Ed Gillespie and U.S. Office of Management and Budget Director Jim Nussle to protest DOT's threat to withhold its slated funding and to urge approval of the project. NVTC Efforts Continue in Richmond to Protect and Enhance Tech Interests

As the third week of session concludes in Richmond, the General Assembly is now in full-swing as committees continue to tackle the almost 3,000 separate bills that have been introduced this session and as legislation makes its way to the House and Senate floor for debate.

Throughout the session, NVTC will be the voice of Northern Virginia's technology community in Richmond to ensure that efforts will continue to address Northern Virginia's transportation crisis, take even greater initiative in keeping Virginia competitive in the increasingly global economy, boost funding for higher education in Northern Virginia, increase research funding at Virginia universities—especially those located in our region—and ensure the Commonwealth provides more highly skilled workers to power Virginia's technology economy.

Among this week's highlights:

  • Virginia Secretary of Technology Aneesh Chopra presented the Governor's technology-related budget initiatives to members of the Senate Finance Committee's Technology Subcommittee. During the course of his presentation, Secretary Chopra informed senators that the Kaine Administration would not be moving forward this year with a proposal to modify a key technology reform implemented in 2003 – 2004 that consolidated technology procurement authority under the Virginia Information Technologies Agency (VITA). Rather than seeking to transfer technology procurement responsibilities back to the Department of General Services (DGS) through this year's budget, the Kaine Administration has instead endorsed Senator Ken Stolle's (R-Virginia Beach) SJ 129 that will establish a two-year legislative study to examine the services provided to state agencies and public bodies by VITA and also the efficacy of transferring procurement responsibility back to DGS.

  • 19 members of the Northern Virginia Delegation to the General Assembly met on Monday for their weekly meeting which featured a transportation briefing and update by Transportation Secretary Pierce Homer.


  • More than 100 bills have been introduced this session related to illegal immigration, including legislation seeking to impose new responsibilities on businesses to verify employment eligibility through electronic databases and legislation seeking to impose additional sanctions on businesses that employ illegal immigrants, including fines, procurement ineligibility and loss of business licenses. While the broad array of illegal immigration bills would typically be distributed among various House and Senate committees, leaders in each body have instead been collecting the bills and routing them to the Rules Committee in the House and the Courts of Justice Committee in Senate where they will be vetted and consolidated.

  • House Science and Technology Committee Chairman Kathy Byron (R-Lynchburg) named a subcommittee to deal with the various database breach notification bills that have been introduced in the General Assembly this year. The subcommittee, chaired by Delegate Sam Nixon (R-Chesterfield), will craft legislation to establish consumer notification procedures for companies that experience database security breaches where sensitive consumer information is compromised. Joining Byron and Nixon on the subcommittee are Delegates Joe May (R-Loudoun), Tom Rust (R-Herndon), John Cosgrove (R-Chesapeake), Dave Nutter (R-Christiansburg), Vivian Watts (D-Annandale), Algie Howell (D-Norfolk) and Margi Vanderhye (D-McLean). Landes is chairing the newly created Technology Oversight & Government Activities Subcommittee of the House Appropriations Committee.
  • The House Appropriations and Senate Finance Committees continued this week to digest information and presentations related to the Governor's budget proposals. Governor Kaine has indicated that he would be revising revenue estimates downward within the next three weeks and legislators have been proactively looking for opportunities to cut expenditures and sweep savings. NVTC is urging legislators to preserve the Governor's proposed investments in research, the Center for Innovative Technology and higher education.

  • Legislators this week introduced hundreds of budget amendments seeking to make adjustments in spending for higher education, healthcare, economic development, public safety and other critical areas. Included in the budget amendments:
  • Proposals by Senator Chuck Colgan (D-Manassas), Senator Creigh Deeds (D-Bath County), Delegate Steve Shannon (D-Vienna) and Delegate Mark Sickles (D-Franconia) to continue a funding initiative started two years ago to address the nursing shortage in Northern Virginia. The amendments would continue funding to the Northern Virginia Community College to support public-private sector partnerships to maximize the number of newly licensed nurses and increase the supply of nursing faculty. Previously, this funding was allocated among the five regional public and private educational institutions with nursing education programs. Additional faculty and staff were hired at these programs and enrollment increased by 222 nursing students. Without this funding, this program will not be able to maintain the expanded number of nursing education students.

  • A proposal by Speaker Bill Howell (R-Fredericksburg) to provide funding support for the transfer of technologies developed for the U.S. Department of Defense by the Institute for Defense and Homeland Security (IDHS) for use in meeting the Commonwealth's energy needs. IDHS—initiated pursuant to recommendations developed by the Secure Virginia Panel and Virginia Research and Technology Advisory Commission—represents a consortium of Virginia's institutions of higher education and industrial and federal research companies that responds to national defense and homeland security research needs. The institute is housed within CIT.

  • Proposals by Senator Tommy Norment (R-Williamsburg)and Delegate Harvey Morgan (R-Gloucester) to fund the Virginia Aerospace and Technology Scholars Program. The program provides online NASA coursework for 300 high school juniors statewide and a six-day summer academy at NASA Langley Research Center for 140 course participants as rising seniors.




  • Delegate Jim Scott (D-Merrifield), pictured here with NVTC lobbyist Doug Koelemay earlier this week, is sponsoring a budget amendment to increase state funding for Thomas Jefferson High School for Science and Technology.
  • Proposals by Senator Dick Saslaw (D-Fairfax) and Delegate Jim Scott (D-Merrifield) seeking to bolster funding for the Thomas Jefferson High School for Science and Technology in Alexandria.

House Appropriation Committee Embraces 21st Century Capital Improvement Program
Chairman Lacey Putney Offers An Alternative to Governor Kaine's Higher Ed Bond Initiative



House Appropriations Committee Chairman Lacey Putney (I-Bedford) this week proposed the 21st Century Capital Improvement Program (HB 1547), an alternative to the Governor's $1.5 billion higher education bond package which would fund capital infrastructure investments for higher education, parks, mental health facilities and other public buildings.

The bill, co-sponsored by every member of the House Appropriations Committee, would establish a rolling capital improvements fund that would utilize categories of state bonds that do not require voter approval. The legislation contemplates an initial investment approaching $500 million over the first two years with additional investments anticipated in years three through six. House Appropriations members believe their approach would offer several advantages including quicker implementation, improved vetting, better sequencing of projects, more flexibility, reduced cost overruns and comparable interest rates.

The NVTC Public Policy Steering Committee collects, discusses and evaluates issues and initiatives important to Northern Virginia's technology community and then prioritizes these issues to produce the annual NVTC Legislative Agenda. Our Legislative Agenda provides guidance and structure to our voice in Richmond during each session of the General Assembly.

The steering committee is a committee of the NVTC Board of Directors. However, all NVTC members are encouraged to participate in meetings and activities and to raise issues with the committee and present their views. On each Friday during the General Assembly session, the steering committee hosts conference calls to discuss legislative developments and other issues of importance and to provide input and direction to NVTC's on-the-ground lobbying team. The Virginia Technology Alliance (VTA) 2008 Legislative Reception: January 30

The 2008 Virginia Technology Alliance (VTA) Legislative Reception will be held on January 30 at the State Library on Broad Street in downtown Richmond. The VTA, which includes NVTC and Virginia's nine other technology councils, holds this legislative reception each year to provide technology leaders from across the state with an opportunity to meet Virginia policymakers and also each other. This year, the event will again be co-hosted by the Greater Richmond Technology Council and Virginia Secretary of Technology Aneesh Chopra.

The reception will take place from 5:30 p.m. - 8:00 p.m. at the Library of Virginia (diagonally across from the General Assembly Building). NVTC members are entitled to attend the event at the special member rate of $50. To register, click here.

Nanotechnology Day at the Virginia General Assembly: February 6
NVTC Members Encouraged to Participate

The legislative members of the Joint Commission on Technology and Science (JCOTS) have invited all Virginia businesses, universities, and government agencies to Richmond for Nanotechnology Day at the Virginia General Assembly on February 6. The day will provide the opportunity for you to share your real-life experiences in nanotechnology with members of the Virginia Legislature. In addition, a slide show in the General Assembly Building lobby will showcase examples of nanotechnology research, applications and organization logos, and there will be a room reserved for poster displays from companies, universities and government agencies. NVTC members have played a vital role on the JCOTS Nanotechnology Advisory Committee over the past several years and it would be wonderful to continue that activity by having a large representation of NVTC member companies in Richmond on February 6.
