2008 General Assembly Session Week #2 NVTC Efforts Continue in Richmond to Protect and Enhance Tech Interests As the second week of session concludes in Richmond, legislative committees are now running at full speed to tackle and digest the almost 3,000 separate bills that have been introduced to date during the 2008 session.
Throughout the session, NVTC will be the voice of Northern Virginia's technology community in Richmond to ensure that efforts will continue to address Northern Virginia's transportation crisis, take even greater initiative in keeping Virginia competitive in the increasingly global economy, boost funding for higher education in Northern Virginia, increase research funding at Virginia universities—especially those located in our region—and ensure the Commonwealth provides more highly skilled workers to power Virginia's technology economy.You can review the 2008 NVTC Legislative Agenda for the Commonwealth of Virginia, which highlights NVTC's policy priorities for the 2008 Virginia General Assembly Session. NVTC's Public Policy Advocacy Team has already attended more than a dozen different committee hearings and spoken on several bills as important technology-related legislation makes its way through the process. George Mason University, Northern Virginia Community College Brief Delegation on Budget Priorities On Monday, January 14, 24 members of the General Assembly attended the first meeting of the Northern Virginia General Assembly Delegation. Turnout was relatively high given that the timing of the meeting coincided with a public budget hearing that required the attendance of several members of the House Appropriations and Senate Finance committees. NVTC has been working over the past several years to help foster stronger cohesion within the Northern Virginia Delegation to the General Assembly to enable our region to speak with a strong, unified and bipartisan voice on regional needs. ![]() NVTC VP for Policy Josh Levi checks in with Science and Technology Committee Vice Chair Delegate Tom Rust (R-Herndon. This week Delegate Rust was unanimously selected as Vice Chairman of the Northern Virginia Delegation. The agenda featured presentations by Bob Templin, President, Northern Virginia Community College (NVCC), and Tom Hennessey, Chief of Staff, George Mason University (GMU). The presentations highlighted the budget and funding priorities for Northern Virginia's educational institutions and included a briefing on the capital projects for the two schools included in the Governor's Higher Education Bond Package. - Back to top - Speaker, Senate Name Budget Conferees Early ![]() The Senate General Laws Committee meets during the second week of the General Assembly. None of the five Northern Virginia delegates on the Appropriations Committee were named as conferees, as Speaker Bill Howell skipped more senior Republicans and Democrats alike in making the appointments. Speaker Howell named Delegates Lacey Putney (I-Bedford), who is now Chairman of Appropriations, Phil Hamilton (R-Newport News), Kirk Cox (R-Colonial Heights), Johnny Joannou (D-Portsmouth), Beverly Sherwood (R-Frederick) and Clarke Hogan (R-Halifax) as conferees for the House. On Tuesday, January 15, two bills that would outlaw individuals from text messaging while driving were sent by the House Transportation Committee to the General Assembly's Joint Commission on Technology and Science (JCOTS) for study. JCOTS will study the bills for one year prior to further legislative action. HB 39, sponsored by Delegate Jim Scott (D-Merrifield), and HB 609, sponsored by Delegate Al Eisenberg (D-Arlington), would make it unlawful for a "person to operate a motor vehicle, bicycle, electric personal assistive mobility device, electric power-assisted bicycle or moped on the highways in the Commonwealth while using any wireless telecommunications device for the purpose of sending, receiving or reading any text message."- Back to top - NVTC Signs Business Community Resolution on Transportation Funding Resolution Urges Northern Virginia Transportation Levels Be Maintained, Preferably Increased
NVTC joined 17 other business groups this week in urging the General Assembly to build on the transportation funding it provided for Northern Virginia in 2007. The groups, which represent businesses employing most of Northern Virginia's private sector workforce, agreed to send a copy of a joint resolution to delegates and senators to ensure transportation remains a priority in 2008.The resolution calls for legislators to keep the 2007 Northern Virginia transportation funding package intact and urges that statewide and Northern Virginia funding levels are maintained and to consider increases in funds in future years. The business group signatories also urge policymakers during the current legislative session to continue to abide by the fundamental principles included in HB 3202, namely:

Our Legislative Agenda provides guidance and structure to our voice in Richmond during each session of the General Assembly. The steering committee is a committee of the NVTC Board of Directors. However, all NVTC members are encouraged to participate in meetings and activities and to raise issues with the committee and present their views. On each Friday during the General Assembly session, the steering committee hosts conference calls to discuss legislative developments and other issues of importance and to provide input and direction to NVTC's on-the-ground lobbying team.
