The 2007 Regular Session of the General Assembly convened on January 10 and is scheduled to conclude on February 24. -MORE-

Governor Tim Kaine Delivers State of the Commonwealth Address

Much of the activity surrounding the first day of the session took place in Jamestown, VA, where Vice President Dick Cheney addressed the General Assembly during the afternoon and where Governor Kaine delivered his second State of the Commonwealth Address in the evening. -MORE-

NVTC Continues to Seek Solutions to Transportation Crisis

NVTC has joined 21 other business groups in Northern Virginia to call upon General Assembly members to unify behind a transportation funding plan that is broad-based and includes a minimum of $400 million per year in new, dedicated, sustainable transportation funds for Northern Virginia. -MORE-

The legislative members of the Joint Commission on Technology and Science (JCOTS) have invited all Virginia businesses, universities, and government agencies to Richmond for Nanotechnology Day at the Virginia General Assembly on January 24. -MORE-

The Virginia Technology Alliance (VTA) 2007 Legislative Reception: January 24

The 2007 VTA Legislative Reception will be held on January 24 from 5:30 - 8:00 p.m. at the State Library on Broad Street in Richmond. The event again will be co-hosted by the Greater Richmond Technology Council and Virginia's Secretary of Technology Aneesh Chopra. -MORE-

NVTC Announces 2007 Legislative Agenda

NVTC is pleased to announce its 2007 Legislative Agenda which outlines the policy objectives and state funding priorities of Northern Virginia's technology community. Through these initiatives, NVTC strives to continue to elevate Virginia as a global technology leader and distinguish the Commonwealth as a preferred location to grow and expand technology businesses.

Through the legislative agenda, NVTC seeks to build on its successes in Richmond over the past several years by advocating


  • important tax policies that reflect and support Virginia's technology economy;
  • strong criminal laws targeted toward those who misuse technology;
  • science and technology education and workforce development;
  • investment in research and commercialization of intellectual properties;
  • expansion of Virginia's biotechnology, nanotechnology and life sciences industries;
  • statewide technology-based economic development;
  • the cultivation of entrepreneurship; and,
  • new resources to address Northern Virginia's transportation crisis.

2007 Session Begins, NVTC Sends Lobbying Team to Richmond

The 2007 Regular Session of the General Assembly convened on January 10 and is scheduled to conclude on February 24. With the deadline for bill requests looming, Virginia's 100 delegates and 40 senators collectively have already introduced almost 3,000 bills for consideration during the 46-day session.

Legislative proposals introduced so far contemplate new biotechnology research incentives, mandatory disclosure of RFID tags used in consumer products, new database breach notification rules, restrictions on offshore outsourcing for state contractors, statutory bans on spyware and cell phone spam, tax incentives to promote telework and broadband deployment, and a host of other important issues. Next week’s NVTC Advocate will include summaries and additional information about these and other technology-related bills.

NVTC's lobbying team will maintain a full time presence in the state capital throughout the session to promote NVTC's Legislative Agenda and serve as the voice of the technology community of Northern Virginia.

Governor Tim Kaine Delivers State of the Commonwealth Address

Much of the activity surrounding the first day of the session took place in Jamestown, VA, where the General Assembly met on its opening day on Monday, January 8, to launch the 400th anniversary celebrations commemorating the first permanent English settlement in America. Vice President Dick Cheney addressed the General Assembly during the afternoon (link to remarks) and in the evening, Governor Tim Kaine delivered his second State of the Commonwealth Address (link to remarks). During his Address, Governor Kaine emphasized many of the important accomplishments he and the General Assembly achieved working together last year, and urged Virginia policymakers to work together again this year to fund needed transportation improvements. Governor Kaine also shared his belief that the continuous improvement of human capital has to be Virginia’s top economic development priority.

By the morning of Thursday, the 11th, the General Assembly was back in Richmond and legislative committees were hard at work deliberating bills.

NVTC Continues to Seek Solutions to Transportation Crisis

NVTC has joined 21 other business groups in Northern Virginia to call upon General Assembly members to unify behind a transportation funding plan that is broad-based and includes a minimum of $400 million per year in new, dedicated, sustainable transportation funds for Northern Virginia. Additionally, NVTC supports Governor Tim Kaine's $20 million technology innovation grant initiative to provide incentives for ideas that reduce congestion or increase transportation options in Northern Virginia and Hampton Roads. Leveraging private sector, technology-based transportation solutions is a critical step to relieving traffic congestion and providing Northern Virginia commuters with more information, choice, predictability, and safety.

NVTC Promotes Telework Programs in the Public and Private Sectors

NVTC is a long-term and vocal proponent of telework because it benefits the public and makes good business sense. The Council will support initiatives this legislative session to expand the use of telework in both the private and public sectors throughout Virginia because telework:

  • helps to reduce traffic congestion on our region's clogged transportation arteries;
  • is good for the environment;
  • helps companies attract a talented workforce because it offers flexibility and is "family-friendly;"
  • enables the smartest people around the world to work for companies in Northern Virginia;
  • positively impacts companies' bottom lines by cutting space requirements and other related expenses; and,
  • provides necessary operational continuity in the event of a catastrophe.






Governor Kaine, TelCoa, and NVTC member companies sign Telework Pledge in November 2006.


NVTC actions in Richmond helped lead to the creation of a telework program for state employees, Governor Kaine's launch of the Office of Telework Promotion and Broadband Assistance earlier this year, and the establishment of a legislative subcommittee to study ways in which telework opportunities can be enhanced and increased.

During a telework event with Governor Kaine and Secretary of Technology Aneesh Chopra in November 2006, NVTC and The Telework Coalition (TelCoa) unveiled a pledge signed by 32 Northern Virginia technology companies supporting efforts to "expand or implement telework within our organizations and to encourage our colleagues in other organizations, private and public, to implement or expand telework."

Nanotechnology Day at the Virginia General Assembly: January 24

The legislative members of the Joint Commission on Technology and Science (JCOTS) have invited all Virginia businesses, universities, and government agencies to Richmond for Nanotechnology Day at the Virginia General Assembly on January 24. The day will provide the opportunity for you to share your real-life experiences in nanotechnology with members of the Virginia Legislature. In addition, a slide show in the General Assembly Building lobby will showcase examples of nanotechnology research, applications, and organization logos, and there will be a room reserved for poster displays from companies, universities, and federal laboratories. NVTC members have played a vital role on the JCOTS Nanotechnology Advisory Committee over the past several years and it would be wonderful to continue that activity by having a large representation of NVTC member companies in Richmond on January 24.

The Virginia Technology Alliance (VTA) 2007 Legislative Reception: January 24

The 2007 VTA Legislative Reception will be held on January 24 from 5:30 - 8:00 p.m. at the State Library on Broad Street in Richmond. The event again will be co-hosted by the Greater Richmond Technology Council and Virginia's Secretary of Technology Aneesh Chopra.

The Legislative Reception is designed to give technology business leaders an opportunity to meet and talk with decision makers from the legislative and executive branches of our state government. In recent years, attendees have included the Governor; Lieutenant Governor; Attorney General; Speaker of the House; science and technology-related committee chairs; Cabinet Secretaries; agency heads; and dozens of senators, delegates, and government officials. In 2006, more than 250 statewide business leaders joined us for this unique opportunity.

The VTA is an alliance of Virginia's 10 technology councils, including NVTC.
