As the CTO for CGI Federal, Bissonette is responsible for the Emerging Technologies Practice (ETP) with the charter to help drive innovation across operations, facilitate the growth of business, and improve quality delivery to customers. With the ETP, he is responsible for CGI Federal's cloud, cybersecurity and software engineering solutions and services.
Bissonette has been with CGI since joining American Management Systems (AMS) in 1987. During his tenure, he has served public sector customers across the Federal, State and Local Governments. Prior to his role as CTO, Bissonette served as an account manager to the U.S. Department of State where CGI provides services to the Consular Affairs (CA), Comptroller and Global Financial Services (CGFS), and Administration (A) bureaus with 1,100+ members geographically dispersed across the US and 34 countries. CGI partners with the Department to provide visa application intake, passport application processing, passport book and card production, financial management, and general IT services.
Previously, Bissonette served as a sector manager in the state and local government market. His past state and local customers included the State of New York, the State of New Jersey and the City of New York. In addition to growing the public sector business in NY and NJ, he was responsible for major efforts including the implementation of public sector financial management systems and statewide child welfare systems.
Earlier in his career, Bissonette led the development of CGI's ERP solution for the Federal market, Momentum. In addition to managing the architecture, design and development of this solution, he oversaw its initial sale and implementation into a number of Federal agencies.
Bissonette holds a Bachelor of Science in Management from the Rensselaer Polytechnic Institute in Troy, New York.
