David C. Lucien has devoted his 35-year career to the information technology industry. He has held senior level executive positions for private and public technology companies involved in computer systems manufacturing, technology services and systems integration. In 1990, Mr. Lucien founded Interpro Corporation, a Strategic Advisory Services firm focused on delivering both strategies that create greater growth and shareholder value and Merger and Acquisition services that serve national and international technology companies. Prior to forming Interpro, Mr. Lucien was president and CEO of Tempest Technologies, Inc.

Most recently, Mr. Lucien made an equity investment in CMS Information Services, Inc. and assumed the role of Chairman and CEO. As a board member from 1999 through 2004 and Chairman and CEO from 2003 to 2004, Mr. Lucien was able to focus the company on its core business while increasing revenue by 24% and EBITDA by 260%. CMS was subsequently sold to CACI International, for all cash, in March of 2004.

Mr. Lucien is now focusing his time as a member of various corporate boards and assisting equity funds in the management of portfolio companies that focus on IT services.

In the past, Mr. Lucien has worked closely with the business and research community applying his strategic planning skills to a number of initiatives including developing a statewide economic development strategy for Information Technology and Telecommunications for then Governor George Allen. In addition, Mr. Lucien has been active in a number of efforts to promote the interests of the local and national technology communities.

He is a founder and Chairman Emeritus of the Northern Virginia Technology Council. As a direct result, has contributed to a number of local and statewide technology and economic development initiatives, ranging from the introduction and drafting of new legislation, to assisting companies in establishing strategic relationships. All targeted at creating an environment for which the technology community can develop and prosper.

He is Chairman Emeritus of the Virginia Technology Council, a public board reporting to the Governor of Virginia on technology policy and strategy. He sits on the Fairfax County Economic Advisory Board, the Board of Directors of the Northern Virginia Workforce Investment Board, Advisory Board of Draper Atlantic Fund, the Board of Directors of ICF Consulting, and the Board of Directors of A&T Systems.
