Hooks has had success as both an operating executive and as a venture capital investor. He has fifteen years of experience in senior leadership roles at venture capital firms and technology companies in the Mid-Atlantic region.

Prior to founding Valhalla Partners, Hooks was a Managing Director at FBR Technology Venture Partners ("FBRTVP") from 1998 to 2001. FBRTVP raised two funds and invested an aggregate of approximately $150 million into early-stage technology companies. To date, the FBRTVP funds have produced seven IPOs, including webMethods, the most successful software IPO in history.

Hooks is currently the Chairman of the Northern Virginia Technology Council's Capital Formation Committee, and helped start the NVTC's Early and Late Stage Capital Committees.

Prior to joining FBRTVP, Hooks was the President and Chief Operating Officer of The Descartes Systems Group, a leading supply chain software company ("Descartes"). Hooks helped take Descartes public in 1997. Prior to his role at Descartes, Hooks was President and Chief Executive Officer at Roadshow International. From 1993 to 1995, Hooks was the Chief Operating Officer of ALG, Inc., a design, pre-press and systems integration company. Prior to ALG, Inc., Hooks spent five years at Systems Center, Inc., a systems and network management software company.

Hooks received a Masters in Business Administration from the Harvard University Graduate School of Business and a Bachelor of Science in Applied Mathematics and Economics from Brown University.

Hooks, his wife and four children live in McLean, Virginia.
